Bruce, the <imagemap> tag isn't natively supported by MediaWiki. We'd need to install and maintain a special extension to handle it. If this would be the only image map on the site, it's probably not worth putting that much effort into - people probably know the name of the state they want, and anyone on a screen reader or using keyboard shortcuts will be using the text tags anyway. However, if you're planning to use image maps for a lot of other stuff, we might want to get the extension. Let me know.
